Agorapulse vs Hootsuite

How Agorapulse, the European alternative, compares to Hootsuite.

By EuropeanStack Editorial·Published

Bottom Line

Hootsuite deserves its reputation as the broader platform of the two. Its listening, powered by a Luxembourg-born company it acquired, is the strongest in this comparison. Unlimited accounts from Professional upwards and deep enterprise tooling give it real reach.

At a Glance

For most European teams that live in the social inbox, Agorapulse is the better buy: every self-serve plan costs less per seat, data sits in AWS Ireland, and the contract is French. Hootsuite is the stronger choice when social listening, unlimited accounts on mid-tier plans, or enterprise governance matter more than price and data location.

Of the two, Hootsuite is the incumbent. The Vancouver company launched in 2008, says it serves more than 6,000 enterprise customers, and bought the Luxembourg listening firm Talkwalker in 2024. Agorapulse is the Paris challenger that built its reputation on a unified inbox and moderation tools. Both now sell per-user plans in US dollars on their English sites, and neither offers a full free plan, so the real contest is cost per seat against breadth of platform.

Pricing and Seat Economics

Agorapulse is cheaper per seat on every published tier, and the gap widens as you climb. On annual billing, Agorapulse charges $79, $119, and $149 per user a month for Standard, Professional, and Advanced. Hootsuite charges $99, $199, and $399 for plans with the same names. Enterprise and Custom plans are quoted on both sides.

The difference compounds with team size. Five seats on Professional cost $595 a month at Agorapulse and $995 at Hootsuite. On Advanced, five seats come to $745 against $1,995.

Three details narrow that gap for some buyers. Agorapulse caps each self-serve plan at 10 social profiles and charges $10 to $15 a month for each extra one, while Hootsuite Professional and Advanced include unlimited social accounts. Hootsuite's monthly prices are also unpublished, since its plans page quotes annual rates only, whereas Agorapulse lists monthly prices of $99, $149, and $199. X is the third detail: Agorapulse's help centre says any X profile needs a paid add-on, X Lite for publishing or X Plus for inbox and reporting.

Neither tool has a real free plan. Hootsuite offers a 14-day trial, and its plans page caps trial accounts at 10 to 20 posts a day per organisation, depending on plan. Agorapulse offers 30 days, split into 15 days plus an optional 15-day extension, and its support documentation says the free plan ended on 6 July 2026, although its pricing FAQ still mentions one.

Edge: Agorapulse, clearly, unless you manage dozens of profiles with a very small team.

Inbox, Moderation, and Team Workflows

Agorapulse wins on the daily work of answering comments and messages. Its unified inbox, reply-collision detection, and moderation tools are the product's long-standing strength. Post and inbox assignments arrive on Professional at $119 a seat. Advanced adds automated moderation rules, saved replies, labels, and bulk actions, which matter for teams handling spam on ad comments.

Hootsuite covers the same ground but places it higher up the price ladder. Professional adds automated inbox replies and workflows. Approval workflows, message assignment, and skill-based routing sit on Advanced at $399 a seat. The upside is depth: Hootsuite's customer care tooling extends to satisfaction surveys, team productivity reporting, and a Salesforce integration on Enterprise.

For publishing, the two are close. Both offer unlimited scheduling, a shared calendar, and AI writing help.

Edge: Agorapulse for inbox and moderation value. Hootsuite for large customer care operations that need routing at scale.

Social Listening and Analytics

This is Hootsuite's clearest advantage, and it comes from a European acquisition. Talkwalker, founded in Luxembourg in 2009, now powers Hootsuite's listening product, sold as Lumen. Standard already includes social listening and competitive benchmarking against five competitors. Professional adds 30-day Quick Search, trend forecasting up to 90 days ahead, and benchmarking against 20 competitors. Enterprise adds 13 months of historical data, alerts, and brand review monitoring.

Agorapulse includes monitoring of your own channels, but broader listening across social networks, news, forums, and the web is the paid Advanced Listening add-on, sold through Agorapulse's sales team. Mention's help centre says it attaches to Advanced or Tailored plans or comes as a standalone package. The product is also still bedding in: Agorapulse took over Mention in 2025, and Mention stopped being sold as a standalone product on 1 July 2026.

On reporting, Agorapulse offers ROI analysis and ads reports on Advanced, with data retention of 6, 12, or 24 months depending on plan.

Edge: Hootsuite, decisively, for listening and trend analysis.

Data Protection, GDPR, and Hosting

The two companies answer the GDPR question in different ways. Agorapulse's trust centre article says customer data is hosted in the AWS Ireland region. The contracting entity is Agorapulse SAS in Paris, under French law.

Hootsuite's subprocessor list names Amazon Web Services for cloud infrastructure and storage, with the location given as the United States under the Data Privacy Framework. Its trust centre adds that the infrastructure is distributed across multiple AWS data centres and regions. Hootsuite also argues there that data location is not impactful, because the social networks store the same data, mostly in the United States. Listening data for Lumen by Talkwalker is the exception, stored in Hetzner data centres in Germany. Its privacy policy names Hootsuite Inc. in Vancouver as the operator. For EEA users, it relies on the European Commission's adequacy decision for Canada, plus the EU-US Data Privacy Framework or Standard Contractual Clauses for US sub-processors. We found no documented EU data residency option for the core platform.

On certifications, the gap runs the other way. Agorapulse's article lists ISO 27001:2022 and SOC 2 Type 2. Hootsuite's trust centre lists SOC 2 Type II audits plus ISO 27001, 27017, 27018 and 27701 certifications, the broader set of the two.

Both postures can support GDPR compliance. The difference is dependency: Hootsuite's core platform leans on a transatlantic framework whose two predecessors were struck down by the EU Court of Justice. One caveat applies to both tools. Publishing to Meta, X, LinkedIn, and TikTok routes data through those platforms regardless of where your management tool stores it.

Edge: Agorapulse for EU hosting by default and an EU contracting entity. Hootsuite holds the broader certification set.

Support

Agorapulse publishes its support commitments plan by plan. Every tier gets 24/7 support. Stated first-response targets run from under 6 hours on Standard to under 2 hours on Professional, under 1 hour on Advanced, and under 30 minutes on Custom.

Hootsuite's plans page does not publish response targets for its self-serve tiers. It reserves expert-led implementation, onboarding, consulting, and training for Enterprise customers. Large organisations buying Enterprise get a more hands-on service. Smaller teams have less visibility into what they will receive.

Edge: Agorapulse for transparent support on every plan.

Integrations, AI, and Ecosystem

Hootsuite has the larger ecosystem, built over nearly two decades as the category's best-known brand. It runs a public App Directory for third-party integrations. Enterprise adds the Parliament employee advocacy tool and deeper governance and security controls. Its plans page says every plan runs on Wisdom, Hootsuite's in-app AI assistant, and lists MCP connectors under it.

Agorapulse's integration list is shorter but covers what most marketing teams use: HubSpot, Salesforce, Slack, Microsoft Teams, Zapier, Canva, Google Analytics, Looker Studio, Google Drive, and Bit.ly. Its Archie AI tool repurposes articles and videos into posts. A self-hosted MCP connection links it to ChatGPT and Claude. API access for reports sits on the Custom plan only.

Edge: Hootsuite for ecosystem breadth and enterprise add-ons.

When to Choose Agorapulse

Choose Agorapulse if your team spends its day in the inbox. The moderation rules, assignments, and saved replies cost far less per seat than Hootsuite's equivalent tiers. It also suits procurement teams that want EU hosting by default and a French contracting entity without negotiating an enterprise contract.

Agorapulse is the right pick when you have several users and a moderate number of profiles, and when listening is a nice-to-have rather than the core job. If neither tool fits, French analytics specialist Iconosquare and Polish inbox tool NapoleonCat are worth a trial. Our Agorapulse alternatives page lists more.

When to Choose Hootsuite

Choose Hootsuite if social listening is central to your work. Talkwalker's technology gives Hootsuite's plans listening and forecasting that Agorapulse only sells as an add-on. It also suits teams with a small number of users managing many accounts, because Professional includes unlimited social accounts.

Hootsuite is the right pick for large organisations that need enterprise governance, employee advocacy, Salesforce-connected customer care, and a vendor with a long track record. Your compliance team needs to be comfortable with a core platform that Hootsuite's subprocessor list places on AWS in the United States.

The Verdict

Hootsuite deserves its reputation as the broader platform of the two. Its listening, powered by a Luxembourg-born company it acquired, is the strongest in this comparison. Unlimited accounts from Professional upwards and deep enterprise tooling give it real reach.

For most European teams, though, Agorapulse is where we would start. It costs less on every published tier, its inbox and moderation tools are its best feature, and it keeps customer data in Ireland under a French contract. The cost gap reaches $250 per seat each month on Advanced.

Hootsuite wins when listening drives the work, when profile counts far exceed seat counts, or when enterprise governance outweighs price. Compare other options in our Hootsuite alternatives and social media management software directories.

Hootsuite charges $99, $199, and $399 for the same plan names. The exception is profile volume: Hootsuite Professional includes unlimited social accounts, while Agorapulse caps self-serve plans at 10 profiles and charges extra beyond that.

Is Hootsuite GDPR compliant, and where is its data stored?

Hootsuite offers a GDPR Data Processing Addendum. Its subprocessor list names Amazon Web Services for cloud infrastructure and storage in the United States, and we found no documented EU residency option for the core platform. Listening data for Lumen by Talkwalker is stored in Hetzner data centres in Germany, according to its trust centre. EEA transfers rely on Canada's EU adequacy decision, plus the EU-US Data Privacy Framework or Standard Contractual Clauses for US sub-processors. Agorapulse, by contrast, hosts customer data in AWS Ireland under a French contracting entity.

Does Hootsuite or Agorapulse have a free plan?

Neither has a full free plan. Hootsuite offers a 14-day trial with no credit card, limited to 10 to 20 posts a day per organisation depending on plan. Agorapulse offers a 30-day trial with no card, made up of 15 days plus a 15-day extension.
