Dutch IT and enterprise service management with public per-agent pricing
Review by EuropeanStack EditorialUpdated Verified
TOPdesk is a mature, sensibly priced service management platform with a rare commitment to public pricing and EU-managed operations. It is easy to adopt and strong beyond IT. The trade-offs are an Azure foundation, a private equity investor with joint control, a 2026 management reshuffle and a smaller ecosystem than the US giants. For mid-sized European organisations, it is one of the most practical ServiceNow alternatives we have reviewed.

TOPdesk is a Dutch IT service management and enterprise service management platform, built in Delft and sold to organisations that want a service desk without a ServiceNow-sized project. Development began in 1993, when Wolter Smit and Frank Droogsma started building the software. The holding company, Top Informatie Systemen B.V., was incorporated in 1997, which is the founding year we use.
For roughly three decades the company grew on its own revenue. That changed in December 2023, when CVC Growth Funds announced a significant minority stake, reported at around €200 million and the first outside capital in TOPdesk's history. The Dutch competition authority ACM cleared the deal in January 2024 as joint control by CVC and the founders' holding. TOPdesk's founders retain a majority stake, per CVC's "minority stake" announcement, and co-founder Wolter Smit is still CEO. We classify TOPdesk as independent, but a private equity investor with joint control usually has an exit in mind, and buyers should know that.
The operating company, TOPdesk Nederland B.V. in Delft, acts as data controller under the privacy statement. Be careful with registry lookups: some aggregators attach an unrelated company in 's-Hertogenbosch to the TOPdesk name. The ACM filing gave 898 employees in early 2024, while the company has spoken of more than 1,000 and Wikipedia of about 700 after a reorganisation. We use the 501-1000 band.
The target customer is a mid-sized organisation: a municipality, a university, a hospital group or a manufacturer. TOPdesk positions itself against ServiceNow, and our ServiceNow alternatives page lists it among European options. For the closest European rival in scope, see EasyVista.
The core of the product is ITIL-style service management. Incident management categorises, prioritises and routes tickets automatically. Change, problem and operations management arrive on the Engaged plan, along with contract and SLA management. On every plan, the number of assets, tickets and end users is unlimited. That removes the per-asset and per-requester metering that makes some ITSM bills hard to forecast.
TOPdesk sells the same engine to facilities, HR and other internal departments through shared portals. A facilities team can take room reservations and a visitor desk can register guests, using add-ons the vendor lists such as reservations management, visitor registration and parking reservation. This is where TOPdesk is strongest: it feels designed for the building and the people in it, not just the server room.
Robin is the AI assistant launched in September 2026. TOPdesk describes it as answering tickets, writing knowledge items and clearing routine work. The Engaged plan includes core AI features such as incident categorisation and knowledge item generation. Excellent adds writing, answer and translation assistants, incident summarisation and Robin itself. Because Robin is new, we cannot yet judge answer quality. Treat the AI tier as something to test in a pilot, not a reason to buy.
Every plan includes a self-service portal and knowledge base. End users log tickets, search answers and track requests at any hour. The interface is available in English, Dutch, German, Danish and Portuguese, which suits Benelux and DACH organisations with multilingual staff.
TOPdesk offers a marketplace, a REST API and an Ebbot virtual support agent add-on. The catalogue is smaller than ServiceNow's store or Atlassian's marketplace. We could not confirm webhook support from public pages, so check that if you rely on event-driven automation.
TOPdesk is one of the few ITSM vendors that publishes prices. The German pricing page lists three plans in euros, per agent per month and excluding VAT:
The English page shows the same plans as £51, £72 and £101. Light agents, who can view but not work tickets, are free and unlimited, so only the people resolving tickets count against your bill.
The pricing page does not state billing terms, minimum agent counts or a free trial. In practice the first call with sales will fix those. Compared with quote-only ServiceNow, the transparency is a real advantage. TOPdesk says the average price per agent falls as you add agents, so €61, €86 and €120 are entry rates rather than a quote for larger teams.
The jump from Essential to Engaged is the one to watch. Change and problem management are core ITIL processes, so most IT departments will need the €86 plan, and the €61 headline price is mostly a starting point for service desks that only handle incidents.
TOPdesk hosts SaaS customers on Microsoft Azure, and customers choose a region. EU options include West Europe in the Netherlands, North Europe in Ireland, Germany West Central and Sweden Central, each with a regional backup site. Data is not moved between regions without written confirmation. All SaaS environments are managed from the EU by staff in the Netherlands, Belgium, Germany and Denmark.
TOPdesk holds a SOC 2 report, audited annually, with its controls mapped to ISO 27001. Its target production uptime is 99.9%, and it reports 99.96% for the first quarter of 2026. A security operations centre monitors systems around the clock, and data is encrypted at rest and in transit.
The compliance caveat is the hosting layer. Azure is a US hyperscaler, so the EU region is a contractual commitment rather than EU-owned infrastructure. Cloudflare serves as a content delivery network, and CloudAMQP, a Swedish company, is used as a sub-processor. For most GDPR purposes this is acceptable, and TOPdesk's regional design is better than many. If your policy demands a European-owned stack end to end, ask about this before signing.
Mid-sized IT departments that need ITIL processes working quickly and want to see the price first. If this is you, TOPdesk is a strong fit, particularly in the Netherlands, Belgium and Germany.
Organisations extending service management beyond IT into facilities, HR and visitor management. If that is your plan, the shared portal model is TOPdesk's clearest advantage.
Public sector and education buyers who value a Dutch vendor with a long track record and EU-managed operations.
Not ideal for large global enterprises that need deep workflow engineering and a huge app ecosystem. If that is you, ServiceNow goes further, and EasyVista is the other European option to price. Teams that only need customer-facing tickets should look at Zammad or Trengo, covered in our customer support category.

TOPdesk is a Dutch company, and TOPdesk Nederland B.V. in Delft is named as data controller in its privacy statement. Customers pick a hosting region, with EU options in the Netherlands, Ireland, Germany and Sweden, and data stays there unless TOPdesk confirms a move in writing. SaaS environments are managed by staff in the EU. The infrastructure itself runs on Microsoft Azure, so buyers who want no US-owned provider in the chain should weigh that.
German pricing lists Essential at €61, Engaged at €86 and Excellent at €120 per agent per month, excluding VAT. TOPdesk says the average price per agent falls as you add agents, so these are entry rates rather than a quote for larger teams. English pricing shows £51, £72 and £101 for the same plans. Light agents with view rights are free and unlimited. Billing terms, minimum seat counts and trial availability are not stated on the page, so confirm them with sales.
TOPdesk remains founder-led, with CEO and co-founder Wolter Smit still in charge. In December 2023 CVC Growth Funds took a significant minority stake, the company's first outside capital. The Dutch competition authority ACM cleared the deal in January 2024 as joint control by CVC and the founders' holding company. TOPdesk's founders retain a majority stake, per CVC's 'minority stake' announcement.
For mid-sized organisations, yes. TOPdesk is easier to set up and publishes its prices, while ServiceNow sells by quote and offers far more workflow engineering depth. If you need heavy customisation across a very large estate, ServiceNow goes further. For ITSM plus facilities and HR portals running in weeks, TOPdesk fits better.
The current pricing page covers SaaS only, and TOPdesk is proprietary software with no open-source edition. Historically it offered on-premises installations, but we could not confirm current availability, so ask sales if you need it. Open-source helpdesk alternatives such as Zammad can be self-hosted, though they are not full ITSM suites.
