Eight are headquartered in EU member states (France, Poland, and Belgium), while Cognism is a London company that sits in our "european" tier.
The best-known names in outbound sales are not European. Apollo, ZoomInfo, and Lusha sell B2B contact data, while Outreach and Salesloft run enterprise sequencing. Prospect records name real people, which makes them personal data under GDPR, so a vendor's legal home and hosting location belong on the procurement checklist.
Two Jobs Under One Category Name
"Sales engagement" covers two different jobs, and this list mixes both. Data and enrichment tools (Findymail, Cognism, Dropcontact, and Kaspr) find or verify contact details for people you want to reach. Outreach and sequencing tools (Lemlist, Woodpecker, Overloop, Waalaxy, and PhantomBuster) send the emails and run the LinkedIn actions.
The line blurs at the edges. Lemlist now offers a 650M+ lead database and Overloop a 450M+ contact database alongside their sequencers. Woodpecker has added a credit-based Lead Finder database and a paid LinkedIn add-on to its cold email core. PhantomBuster extracts data as well as automating actions. Many teams pair one tool from each group, so a data tool ranking high is not a claim that it out-sequences a sequencer.
The Compliance Burden Stays With You
Buying from a European vendor does not make your outreach compliant. Dropcontact's data processing agreement names the customer as data controller, responsible for the legal basis and for informing the people whose data is enriched. Kaspr's marketing likewise says users remain responsible for their own compliance. Whichever tool you choose, document a legitimate-interest assessment for each campaign.
LinkedIn is the second exposure. Our reviews describe LinkedIn automation by Waalaxy and PhantomBuster as operating outside LinkedIn's terms of service, with rate limits that reduce but do not remove the risk of a temporary account restriction. Lemlist's LinkedIn steps and Woodpecker's $29-per-account LinkedIn add-on both run on your own connected account. LinkedIn's User Agreement bans unauthorised automated messaging and contact-adding, so our reviews flag restriction risk for both. Kaspr's review cites the same agreement, which bans browser add-ons that scrape or copy LinkedIn's services. Findymail's Sales Navigator export sits in a similar grey area.

Valentin Wallyn launched it in 2022, and it is operated by Peanuts SaaS Studio, a bootstrapped French SAS registered in Capinghem near Lille. SDRs use it to get business emails for people they have already found in LinkedIn Sales Navigator or Apollo.
A free account comes with 10 credits and needs no card. Basic costs $49/month for 1,000 finder credits. Starter, at $99, gives 5,000 finder credits plus 5,000 bonus verifier credits, and unused credits roll over up to twice the monthly allowance. Larger volumes sit on a pricing-page selector, Enterprise is custom, and yearly billing gives two months free. Datacare, a separate CRM enrichment and hygiene product, starts at $500/month billed annually.

Findymail guarantees a bounce rate below 5% and refunds credits if bounces run higher. Credits are spent only on verified results and are shared across a team rather than tied to seats. Native connectors reach Lemlist, Smartlead, Instantly, Outreach, and Salesloft.
Where it lags: There is no sequencing and no CRM, so outreach needs a separate tool. A phone finder exists, but at 10 credits per number it covers only mobiles outside the EU, which leaves European teams needing another source. Its database is smaller than Apollo's or ZoomInfo's, so it suits enriching a known list better than building one from scratch. Our review places its LinkedIn extraction in a grey area of LinkedIn's terms, with any enforcement landing on the user's account.

It has run cold email from WrocΕaw since 2015, and its company, Woodpecker.co S.A., has been listed on the Warsaw Stock Exchange since April 2024. Woodpecker now calls itself a cold email and LinkedIn outreach tool, adding a credit-based Lead Finder database and LinkedIn automation as a paid add-on. Deliverability remains the core.

The database covers 400M+ contact profiles, and 70M+ mobile numbers carry the "Diamond Data" badge after human callers confirm them.
Sales prospecting now comes in two quote-based packages, Standard and Pro, each with five seats included and sold on annual commitments. Pro adds a premium mobile filter, on-demand mobile verification, and Bombora intent data for up to 12 topics. Usage runs on credits, and one credit reveals one contact. A 7-day trial with no card required covers evaluation.

Pro costs β¬19 per user per month, Advanced β¬49, and Business β¬69, but those are yearly-billed rates carrying a 50% discount. Quarterly billing saves 20%, and Waalaxy's help centre gives β¬139 a month as the standard monthly price of Business. Only Business combines LinkedIn and email in a single sequence, and it raises email finder credits from 25 to 500 a month. A 14-day trial needs a credit card at sign-up and converts to a paid plan unless cancelled. Its free Freemium mode switches off every automation feature and only allows CSV imports.

#9 Pick: Kaspr β LinkedIn Lookups With a Regulatory Record to Weigh
Kaspr ranks last at 6.6/10, and its EU-compliance score of 5.5 is the lowest in the roundup. Founded in Paris in 2018, KASPR SAS has been owned since 2022 by Cognism Limited of London, ranked fourth above. On 5 December 2024, the CNIL fined KASPR SAS β¬240,000 for scraping LinkedIn contact details. The regulator closed the order in March 2026, after Kaspr deleted its database and stopped collecting from LinkedIn.
According to the CNIL, Kaspr had collected details from users who restricted their profile visibility and renewed five-year retention on every update. Its notices were late and English-only, and it refused to name sources in access requests. Our review could not verify what the rebuilt database contains today.
The product is a Chrome extension that shows phone numbers and emails on LinkedIn profiles, with Sales Navigator support on Starter and Recruiter Lite on Business. A free plan gives 15 B2B email, 5 phone, and 5 direct-email credits a month. Starter costs β¬45 per user per month billed annually (β¬59 monthly), with unlimited B2B emails under fair use. Business is β¬79 annually or β¬99 monthly, and Enterprise is custom.
Where it leads: Quick LinkedIn-based lookups, an 8.0/10 ease-of-use score, and native HubSpot, Salesforce, Pipedrive, Lemlist, and Brevo connections. The CNIL closed its order only after Kaspr completed that remediation.
Where it lags: Phone credits are tight at 100 a month on Starter, and Trustpilot scores Kaspr 1.5 out of 5 across 88 reviews. Its privacy policy allows third-country transfers, so we do not label it EU-hosted. LinkedIn's User Agreement bans browser add-ons that scrape or copy its services and lets LinkedIn restrict or terminate accounts. Kaspr says its extension does not scrape, but its help centre warns that rapid profile visits can look robotic.
